SDVOSB Sole-Source Authority
Overview
Federal agencies can streamline acquisition by awarding sole-source contracts to Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) when specific conditions are met. This procurement method allows agencies to bypass traditional competition requirements when it's not practicable, while still supporting veteran-owned businesses.
General Federal Authority
FAR 6.302-5(b)(6) | 15 U.S.C. § 657f
- Purpose:
- Authorizes sole-source awards to SDVOSBs.
- Threshold:
- Cannot exceed $4 million ($7 million for manufacturing).
- Key Requirement:
- Only one SDVOSB is reasonably expected to submit an offer or be capable of performing.
- Documentation:

- No justification required below the Simplified Acquisition Threshold (SAT).
- Simplified justification required above the SAT.
FAR 19.1406 | SDVOSB Sole-Source Procedures
- Requirements for Use:

- Contracting officer does not reasonably expect to receive offers from two or more SDVOSBs.
- Award can be made at a fair and reasonable price.
- Contractor must be registered in SAM as an SDVOSB.
- Requirement is not currently being performed under an existing contract or already in the pipeline for competition.
Department of Veterans Affairs (VA) Authority

- Program:
- Veterans First Contracting Program.
- §8127(b) - Sole-Source:
- Permits VA to award sole-source contracts to SDVOSBs.

- Requires reasonable expectation that only one SDVOSB can perform.
- §8127(c) - Set-Asides/Priority:
- Gives VA authority to use SDVOSB set-asides or sole-source contracts.

- Verify SDVOSB status in SAM.gov.
- Document market research confirming only one SDVOSB is reasonably expected to submit an offer.
- Ensure price is fair and reasonable.
- Verify contract value does not exceed applicable thresholds.
- Prepare required justification if above the SAT.
